Three tools, one underlying question
Risk assessment, audit and incident investigation are usually treated as separate disciplines with separate paperwork. In practice they're answering the same underlying question from three different angles: what could go wrong, is it actually being controlled, and — when something does go wrong — what allowed it to happen. Engaging them together tends to produce a more coherent picture than treating each as an isolated compliance task.
There's also a practical sequencing benefit. A risk register that's actually current makes the next audit faster and more focused, because the auditor isn't starting from zero on what the site's real hazards are. And when an audit or investigation does surface a gap, it usually points straight back to a risk assessment that needs updating — the three feed each other rather than sitting in separate folders.

Risk Management

Why this matters beyond good practice
Came into force 21 November 2025, consolidating 13 earlier central labour laws (including the Factories Act, 1948, the BOCW Act, 1996, and the Contract Labour Act, 1970) into a single framework. Central Rules were notified in May 2026; state-level rules are being adopted progressively. During this transition, provisions of the earlier laws may continue to apply where the new Code or rules are not yet fully notified for a given state or sector.
